On March 2, 2026, Claude, the artificial-intelligence chatbot developed by Anthropic, surged to the top of the free app rankings in Apple’s U.S. App Store, overtaking its main competitor, ChatGPT. This rapid ascent comes as many users are switching to Claude following a string of controversies surrounding ChatGPT and its parent company, OpenAI. According to Anthropic, daily sign-ups have hit record highs. The company reported that its free users have grown by more than 60% since January, while its paid subscribers have more than doubled this year. This surge in downloads reflects a direct response to the shifting regulatory and ethical landscape surrounding major AI developers in the U.S. market.

The tipping point for this migration follows a dispute between Anthropic and the U.S. government. Anthropic refused to allow the Department of Defense, the U.S. military agency, to use its AI models for mass domestic surveillance or fully autonomous weapons. In response to this refusal, President Donald Trump ordered all federal agencies to stop using Anthropic’s products. Additionally, U.S. Defense Secretary Pete Hegseth announced plans to designate the company a supply-chain threat. This designation represents a severe regulatory action, framing the AI developer as a risk to national security and infrastructure, and effectively banning its use across the federal government.

The regulatory backlash against Anthropic contrasts with the strategy of its primary rival. Hours after the federal actions against Anthropic, OpenAI announced its own agreement with the Pentagon. Although OpenAI stated that the deal includes safeguards, the announcement has sparked widespread debate over privacy and the ethical implications of military AI integration. This controversy has led users to seek alternatives, with many migrating their data to Claude. Claude continues to gain traction, bolstered by features like its memory capability. This feature, which is an AI capability to retain user preferences across sessions, is available to free users.

Why it matters

The shift highlights how geopolitical and ethical stances are becoming key differentiators for AI companies, as users increasingly vote with their downloads based on corporate values.
