Microsoft weighs scaling back clean energy goals for AI growth

Microsoft is reportedly considering delaying or scaling back its 2030 goal to match 100% of its hourly energy use with clean power. According to Bloomberg, the company is having internal discussions over this hourly clean energy matching goal—a rigorous standard where clean power generation is matched to usage on an hourly basis. The internal debate comes as the company faces the challenge of balancing the energy demands of its expanding artificial intelligence data centers with its sustainability commitments.
While Microsoft declined to comment on the internal discussions regarding the hourly matching goal, a spokesperson told TechCrunch that the company continues “to look for opportunities to maintain our annual matching goal.” An annual matching goal is a less rigorous standard where clean energy purchases are balanced against usage over a full year, rather than matching generation to consumption hour-by-hour. While peer companies like Meta, Google, and Apple have also set aggressive net-zero targets and generally led on emissions reductions, the transition to hourly matching represents a much stricter operational hurdle. Microsoft stated that it met its annual emissions goal last year, but the rapid buildout of AI infrastructure is testing the limits of that approach.
To meet its growing power demands, Microsoft is turning to fossil fuels. Last month, the company announced it is working with Chevron and investment firm Engine No. 1 to build a natural gas power plant in West Texas. The planned facility could eventually generate up to 5 gigawatts of power. This move to natural gas occurs even as Microsoft maintains its broader, long-term climate commitments. By 2030, Microsoft still intends to remove more carbon from the atmosphere than its operations produce, a goal partially driven by its internal carbon tax.
This internal friction highlights the broader tension between the massive energy requirements of AI infrastructure and corporate net-zero pledges. If Microsoft delays or scales back its hourly matching target, it could also lose leverage in its efforts to sell new data center projects to the public. As data centers proliferate, communities have increasingly raised concerns over pollution, power prices, and water use. Bringing clean power to these projects allows Microsoft to address some of these public concerns; without it, securing approval for new data centers may become more difficult.
