FAA approves eight pilot programs for electric aircraft testing

The Federal Aviation Administration (FAA), the US aviation regulator, has approved eight pilot programs across 26 states to test electric aircraft operations. The three-year program allows participating companies to test electric vertical takeoff and landing (eVTOL) aircraft without full regulatory certification. According to Department of Transportation Secretary Sean Duffy, who spoke on Monday, the program is designed to ensure U.S. companies lead in next-gen aircraft. The initiative is designed to support Advanced Air Mobility—an industry term for next-generation aircraft used for personal travel and logistics.

By bypassing traditional, multi-year certification hurdles for testing, the accelerated timeline could bolster the efforts and share prices of participating eVTOL companies. Publicly traded companies participating in the program include Archer Aviation, Beta Technologies, and Joby Aviation. Following the announcement on Monday, Beta Technologies saw its stock price increase by nearly 12%. Other participating companies include Wisk, Electra, Elroy Air, and Reliable Robotics.

The FAA received 30 proposals for the program, ultimately selecting projects that cover a dozen operational concepts. “These partnerships will help us better understand how to safely and efficiently integrate these aircraft into the National Airspace System,” said FAA Deputy Administrator Chris Rocheleau, referring to the network of US airspace, navigation facilities, and airports. He noted that the program will provide valuable operational experience to inform the standards needed to enable safe Advanced Air Mobility operations.

The approved projects span diverse applications, including urban air taxis, cargo delivery, and medical response. In New York and New Jersey, Archer, Beta, Electra, and Joby are partnering to test these concepts. Archer is also preparing for air taxi operations in Los Angeles for the 2028 Olympic Games. In Texas, the state’s department of transportation will work with Archer, Beta, Joby, and Wisk to connect Dallas, Austin, San Antonio, and Houston. Other projects have broader geographic reach: one project will test concepts across the Pacific Northwest, the Rocky Mountains, and Oklahoma, while a Pennsylvania project includes 13 states. In the Gulf of Mexico, Beta and Elroy Air will test cargo and personnel transport to energy sites in Louisiana, Texas, and Mississippi. Additionally, Florida, North Carolina, and Albuquerque—working with Reliable Robotics—are participating.
